What is the procedure for the disposition of an ethics complaint?

The procedure is not a formal legal process and is designed to operate without the necessity of an attorney, though a party to an ethics complaint is free to obtain attorney representation if they so choose. The procedure is set forth in our Ethics Case Procedures here and is also attached for your reference.
